 on to Strengthen Health Security Capacities
DESCRIPTION:16 June 2025\, Thimphu – The Ministry of Health\, Royal Gover
 nment of Bhutan\, in\ncollaboration with the WHO Country Office\, has offi
 cially commenced the Second Round\nof the Joint External Evaluation (JEE) 
 of core capacities under the International\nHealth Regulations (IHR 2005)\
 , starting today and will continue for next 4 days (until 20\nJune 2025).\
 n\nThe JEE is a voluntary\, collaborative\, and multisectoral process coor
 dinated by the World\nHealth Organization (WHO) to assess a country’s pr
 eparedness to prevent\, detect\, and\nrespond to public health risks. Bhut
 an’s first JEE was conducted in 2017\; this second round\nreflects the c
 ountry’s ongoing commitment to national and global health security while
 \nstriving for continuous improvement.\n\nThis week\, 21 international exp
 erts\, including those from Robert Koch Institute (RKI)\,\nWHO Headquarter
 s\, WHO SEARO\, WHO Country Office (India\, Nepal)\, ADB\, FDA\nIndonesia\
 , World Organisation for Animal Health (WOAH)\, India’s National Institu
 te of\nDisaster Management\, Ministres of Health (Sri Lanka\, India\, Nepa
 l) and Office of Atoms for Peace\, Thailand\, have joined national counter
 parts in Thimphu for an intensive five-\nday evaluation mission. The exter
 nal experts will engage with over 70 national technical experts representi
 ng more than 19 agencies\, including ministries\, departments\, security\n
 services\, academic institutions\, and key stakeholders in health security
 .\n\nIn preparation for this important mission\, the Ministry of Health ha
 s undertaken a series of\ncomprehensive activities since 2024\, including:
 \n● A JEE orientation and technical review alongside the SPAR 2024 Works
 hop in\nFebruary 2025\n● The First Multisectoral JEE Preparatory Worksho
 p in April 2025\n● And the Second Multisectoral JEE Preparatory Workshop
 \, held from 12–13 June\n2025\, which involved detailed mock assessments
  of all 19 technical areas and 56 by the third edition of the JEE tool.\n\
 nThis collaborative effort demonstrates Bhutan’s proactive approach in f
 ostering whole-of-\ngovernment and whole-of-society engagement in emergenc
 y preparedness. It also provides a valuable platform for cross-learning\, 
 technical dialogue\, and strategic alignment with\ninternational standards
  and best practices.\n\nThe Ministry acknowledges the tremendous support f
 rom all sectors and extends heartfelt\nappreciation to the WHO and the int
 ernational JEE team for their partnership and guidance\nin this critical n
 ational undertaking. The findings and recommendations from the JEE\nMissio
 n will inform Bhutan’s future strategies in building a resilient\, respo
