 r Basic Joint Field Epidemiology Training Program (FETP) in Bhutan\, a rem
 arkable step in strengthening our health systems. This program\, launched 
 yesterday\, represents a joint collaboration among One Health partners: th
 e Ministry of Health (MoH)\, the Ministry of Agriculture and Livestock (Mo
 AL)\, and the Khesar Gyalpo University of Medical Sciences of Bhutan (KGUM
 SB).\n\nThe Basic Joint FETP course\, endorsed by the 7th Inter-Ministeria
 l Committee on One Health (IMCOH) on 12 December\, underscores our nation
 ’s commitment to integrating human\, animal\, and environmental health. 
 This initiative is supported by the Pandemic Fund project\, highlighting i
 ts critical role in enhancing Bhutan’s capacity to address public health
  emergencies.\n\nThis training program equips our multidisciplinary health
  workforce with vital skills in outbreak investigation\, disease surveilla
 nce\, and emergency response. By adopting a One Health approach\, the prog
 ram fosters collaboration across sectors to ensure a coordinated and effec
 tive response to health threats.\n\nIn the words of our Chief Guest\, Dr C
 hoeda Gyeltsen\, Medical Superintendent of Central Regional Referral Hospi
 tal (CRRH) during the opening ceremony:\n"The launch of this program marks

SUMMARY:TTX on Strengthening Pandemic Preparedness through One Health Appro
 ach
DESCRIPTION:The Ministry of Health\, in collaboration with key One Health s
 takeholders\, successfully conducted a Tabbletop Simulation Exercise (TTX)
  on Pandemic Preparedness and Response from 27-29 January 2025 at the Roya
 l Institite for Governance and Strategic Studies(RIGSS)\, Phuentsholing.\n
 \nRIGSS holds nationals significance as Bhutan's premier institution for g
 overnance and strategic leadership. During the COVID-19 pandemic\, it serv
 ed as the command centre for the Southern COVID-19 Task Force\, where crit
 ical decisions on response strategies\, coordination\, and resource mobili
 zation were made. Hosting this TTX at RIGSS symbolizes  our continued com
 mitment to evidence-based decision-making\, crisis leadership\, and multis
 ectoral collaboration in pandemic preparedness.\n\nThe exercise aimed to e
 valuate multisectoral preparedness and response mechanisms for zoonotic di
 seases with pandemic potential\, diseases that affect humans\, domestic an
 imals\, and wildlife. The TTX was based on a hypothetical yet plausible sc
 enario involving a novel H5N1 mutant strain (H5N1 2.3.4.4XX)\, a potential
 ly deadlier variant of avian influenza due to its increased transmissibili
 ty among mammals and a higher mortality rate in infected animals\, raising
  concerns about potential of severe illness in humans.\n\nA total of 57 pa
 rticipants and facilitators from key agencies\, including the Ministry of 
 Health (DoPH\, DCS\, BFDA\, RCDC)\, Ministry of Agriculture and Livestock 
 (DoL\, NCAH)\, Ministry of Energy and Natural Resources (DoFPS &amp\; DoEC
 C)\, Office of the Prime Minister (NDTF Secretariat)\, Department of Local
  Governance and Disaster Management\, Bhutan Red Cross Society\, KGUMSB\, 
 RIGSS\, Royal Bhutan Police\, Royal Bhutan Army\, De-suung\, WHO Country O
 ffice\, UNDP\, and other stakeholders\, engaged in scenario-based discussi
 ons. The exercise focused on coordination\, surveillance\, risk assessment
 \, laboratory capacities\, clinical management\, supplies and logistics (d
 rugs\, PPE\, equipment and vaccines) and other emergency response strategi
 es.\n\nWe were honored to have Dasho Chewang Rinzin\, Vice Chancellor of t
 he Royal University of Bhutan (RUB)\, as the Chief Guest. In his opening r
 emarks\, Dasho emphasized the importance of drawing lessons from past expe
 riences\, particularly Bhutan’s strategic and well-coordinated response 
 to COVID-19\, to strengthen preparedness for future pandemics.\n\nThe exer
 cise\, supported by the Pandemic Fund  Project\, served as an opportunity
  to enhance cross-sectoral collaboration and strengthen Bhutan’s health

DESCRIPTION:The Ministry of Health (MoH)\, in collaboration with the Minist
 ry of Agriculture and Livestock (MoAL) and key One Health stakeholders\, s
 uccessfully hosted the 5th National One Health Symposium in Tsirang from F
 ebruary 24-26\, 2025. This landmark event brought together over 130 expert
 s\, policymakers\, researchers\, and practitioners from diverse sectors\, 
 including MoH\, MoAL\, Khesar Gyalpo University of Medical Sciences of Bhu
 tan (KGUMSB)\, Ministry of Energy and Natural Resources (MoENR)\, College 
 of Natural Resources (RUB)\, UN agencies (FAO and UNDP)\, and local govern
 ment leaders. For this symposium\, local government representatives were i
 nvited from Southern districts- Chukha\, Dagana\, Samtse\, Tsirang\, Pema 
 Gatshel (Nganglam)\, Sarpang\, Samdrup Jongkhar\, and Zhemgang\, reinforci
 ng the symposium’s commitment to multi-sectoral collaboration and grass-
 root level engagement in strengthening Bhutan’s One Health approach.\n\n
 Under the theme "Building a Resilient Future: One Health Approach at All L
 evels to Emerging Threats\," the symposium highlighted the critical role o
 f multi-stakeholder engagement in addressing emerging health challenges. T
 he event focused on enhancing awareness and participation among field-leve
 l stakeholders\, strengthening cross-sectoral collaboration\, and developi
 ng key recommendations to inform the revision of the Bhutan One Health Str
 ategy. It also aimed to reinforce coordination and partnerships across hum
 an\, animal\, and environmental health sectors for a more effective and un
 ified response to health threats.\n\nThe three-day symposium featured keyn
 ote addresses by leading experts\, along with scientific and policy presen
 tations on critical One Health challenges. Panel discussions explored zoon
 otic diseases\, antimicrobial resistance (AMR)\, pandemic preparedness\, v
 ector-borne diseases\, wildlife health\, and the impact of climate change 
 on public health. On Day 3\, interactive World Café-style sessions facili
 tated solution-driven discussions\, while networking opportunities fostere
 d knowledge exchange and collaboration among stakeholders.\n\nThe symposiu
 m concluded with actionable recommendations to strengthen national prepare
 dness and response to public health threats\, reinforcing Bhutan’s commi
 tment to the global One Health movement. By enhancing cross-sectoral colla

 ry MK-4 Thermal Screening System was held at Paro International Airport ye
 sterday. The installation of this advanced thermal screening system (Sentr
 y MK-4) significantly strengthens health surveillance at points of entry\,
  enabling the early detection of travellers with fever- a common symptom o
 f infectious diseases like COVID-19\, Ebola\, and Mpox. By identifying pot
 ential cases promptly\, the system allows for immediate health assessment 
 and intervention\, ensuring a rapid and effective response\, particularly 
 during epidemics and pandemics.\nKey features of the Sentry MK-4 include:\
 n\n 	High Accuracy – Engineered for precise skin temperature measurement
 \, the system is\nbacked by a study published in the peer-reviewed journal

DESCRIPTION:As part of the pre-event of World Health Day Observation 2025\,

 alk today from Changangkha to Kuensel Phodran. The hike along the 5.2km tr
 ail saw participation from members of the health fraternity\, officials fr
 om Royal Government of Bhutan\, members of international development commu
 nity\, civil society organizations\, and media firms. The initiative aimed
  to raise awareness about the rising prevalence of non-communicable diseas
 es (NCDs) in the country and their far-reaching impact - not only on the a
 ffected individuals and their families but also on society as a whole.\n\n
 The walk ended with a butter lamp and prayer session in front o the Buddha
  Dhordhenma statue at Kuensel Phodran.\n\nNon-communicable diseases (NCDs)
  are a serious and growing concern in our society\, claiming young lives a
 nd leaving many with lifelong debilitating conditions. The best way to pre
 vent NCDs are regularly engaging in physical activity\, reducing salt inta
 ke\, minimizing consumption of processed foods and sugary drinks\, limitin
 g alcohol intake\, and avoiding smoking.

 nerous donation from the people of Trongsa Dzongkhag. The contribution was
  raised through the Health Walk held on April 7th\, 2025\, in celebration 
 of World Health Day under the theme “Healthy Beginnings\, Hopeful Future
 s.”\n\nThe event saw the active participation of over 150 individuals\, 
 including members of the business community\, regional office staff\, the 
 Dratshang\, teachers\, students\, and Royal Bhutan Police personnel. The w
 alk\, totaling 17.4 kilometers\, was flagged off at Yid Zhin Throm by the 
 Dzongdag\, Dzongkhag Thrizin\, and Dratshang Drungchen. Participants made 
 their way to Thubtencholing Buddhist Lobdra and back\, raising funds and p
 romoting awareness on healthy living. Contributions were also collected fr
 om travelers along the route. The day concluded with engaging health-relat
 ed programs and a lively lottery draw\, reinforcing community spirit and t
 he shared goal of a healthier Bhutan.\n\nThe Chairperson extended his hear

SUMMARY:RGoB’s participation at the Seventy-eighth World Health Assembly
DESCRIPTION:Mr. Pemba Wangchuk\, Secretary\, Ministry of Health is in Genev
 a\, Switzerland\, leading the Bhutanese delegation to the Seventy-Eighth W
 orld Health Assembly (WHA)\, which commenced on 19th May 2025. The delegat
 ion consists of representatives from the Ministry of Health and the Perman
 ent Mission of the Kingdom of Bhutan to the UN in Geneva.\n\nThe Health Se
 cretary addressed the World Health Assembly today under the theme “One W
 orld for Health”. During his address\, he shared about the progress made
  by Bhutan with regard to the goal of achieving Universal Health Coverage 
 in Bhutan as well as the emerging priorities of the Royal Government in th
 e health sector. He also welcomed the historic adoption of the Pandemic Ag
 reement which was unanimously adopted by the member states on 20th May 202
 5. The agreement aims to  prevent and protect the world from future pande
 mics through fostering stronger collaboration and cooperation among countr
 ies\, international organizations like WHO\, civil society\, the private s
 ector and other stakeholders.\n\nApart from attending the WHA\, the Health
  Secretary held bilateral meetings with his counterparts to discuss partne
 rship in the health sector. The Bhutanese delegation also shared its exper
 iences and lessons on health at the various WHA related side events.\n\nTh
 e WHA is the highest decision-making body of the WHO. The members as well 
 as relevant stakeholders come together to discuss\, amongst others\, the p
 olicies of the organization\, affecting the health sector globally. The WH
 O has been supporting Bhutan in developing and promoting a modern health c
 are system since becoming a member in 1982.\n\nThe delegation will visit t
 he WHO Academy based in Lyon\, France to explore possible partnership in c
 apacity building of Bhutanese healthcare professionals.\n\nThe WHA will co
 nclude on 27th May 2025.

DESCRIPTION:16 June 2025\, Thimphu – The Ministry of Health\, Royal Gover
 nment of Bhutan\, in\ncollaboration with the WHO Country Office\, has offi
 cially commenced the Second Round\nof the Joint External Evaluation (JEE) 
 of core capacities under the International\nHealth Regulations (IHR 2005)\
 , starting today and will continue for next 4 days (until 20\nJune 2025).\
 n\nThe JEE is a voluntary\, collaborative\, and multisectoral process coor
 dinated by the World\nHealth Organization (WHO) to assess a country’s pr
 eparedness to prevent\, detect\, and\nrespond to public health risks. Bhut
 an’s first JEE was conducted in 2017\; this second round\nreflects the c
 ountry’s ongoing commitment to national and global health security while
 \nstriving for continuous improvement.\n\nThis week\, 21 international exp
 erts\, including those from Robert Koch Institute (RKI)\,\nWHO Headquarter
 s\, WHO SEARO\, WHO Country Office (India\, Nepal)\, ADB\, FDA\nIndonesia\
 , World Organisation for Animal Health (WOAH)\, India’s National Institu
 te of\nDisaster Management\, Ministres of Health (Sri Lanka\, India\, Nepa
 l) and Office of Atoms for Peace\, Thailand\, have joined national counter
 parts in Thimphu for an intensive five-\nday evaluation mission. The exter
 nal experts will engage with over 70 national technical experts representi
 ng more than 19 agencies\, including ministries\, departments\, security\n
 services\, academic institutions\, and key stakeholders in health security
 .\n\nIn preparation for this important mission\, the Ministry of Health ha
 s undertaken a series of\ncomprehensive activities since 2024\, including:
 \n● A JEE orientation and technical review alongside the SPAR 2024 Works
 hop in\nFebruary 2025\n● The First Multisectoral JEE Preparatory Worksho
 p in April 2025\n● And the Second Multisectoral JEE Preparatory Workshop
 \, held from 12–13 June\n2025\, which involved detailed mock assessments
  of all 19 technical areas and 56 by the third edition of the JEE tool.\n\
 nThis collaborative effort demonstrates Bhutan’s proactive approach in f
 ostering whole-of-\ngovernment and whole-of-society engagement in emergenc
 y preparedness. It also provides a valuable platform for cross-learning\, 
 technical dialogue\, and strategic alignment with\ninternational standards
  and best practices.\n\nThe Ministry acknowledges the tremendous support f
 rom all sectors and extends heartfelt\nappreciation to the WHO and the int

 Six Hundred Eighty-Seven Thousand\, Twenty-Nine and Chhetrum Forty-Four) f
 rom Samtse Dzongkhag on October 21\, 2025\n\nThe contributions were presen
 ted by delegations led by the respective Dasho Dzongdas\, representing the
  collective goodwill of their communities. The funds were raised through t
 he combined efforts of Dzongkhag and Thromde office\, regional offices\, b
 usiness communities\, schools\, training institutes\, and the people of 17
  gewogs under Mongar and 15 gewogs under Samtse.\n\nThe donations were mad
 e as a heartfelt tribute to the 70th Birth Anniversary of His Majesty the 
 Fourth Druk Gyalpo\, whose noble vision inspired the establishment of the 
 Bhutan Health Trust Fund.\n\nThis united gesture reflects the deep sense o
 f responsibility and solidarity among the people of both Dzongkhags in uph
 olding His Majesty’s visionary legacy and supporting Bhutan’s free pri
 mary healthcare services.\n\nThe Chairperson expressed heartfelt gratitude

DESCRIPTION:In accordance with BCSR 2023 (Chapter 9\, Section 9.13)\, the M
 inistry of Health observed the Civil Service Award Ceremony 2025 on Good Z
 akar at the Ministry’s Conference Hall. The event was graced by the Hon
 ’ble Secretary\, Dasho Pemba Wangchuk\, Heads of Departments\, Lam from 
 Zhung Dratshang\, and attended by officials across the Ministry. The cerem
 ony began with the lighting of butter lamps\, offering of Marchang\, Zhabt

 157 health professionals appointed across various health facilities nation
 wide are participating in the programme.\n\nThe event was attended by the

 n\, Jigme Dorji Wangchuck National Referral Hospital\, and National Medica

 ased Support System (MSTF-CBSS) on 7 March.\n\nCoinciding with the launch 
 of the High-Level Advocacy\, Bhutan joined the global community in commemo
 rating International Women’s Day under the theme “Rights. Justice. Act
 ion. For All Women and Girls.” More than 5\,000 people gathered at the p
 ublic ground in Haa in the presence of Her Majesty\, reaffirming the natio
 n’s collective commitment to advancing women’s rights\, gender equalit
 y\, and priority public health issues.\n\nLed by the Hon’ble Sowai Lyonp
 o\, together with the Health Secretary\, officials from the Department of 
 Public Health also advocated on key public health priorities. The Ministry
  also participated in a series of informative presentations for the public
  on the topic ~ Sexual and Reproductive Health Right and Services\, alongs

 as the launch of the MSTF-CBSS National Guideline\, 4th Edition (2026). De

DESCRIPTION:The Hon’ble Health Minister officially inaugurated ten Mobile
  Medical Units (MMU) vehicles (out of the total of 29)\, marking a signifi
 cant milestone in Bhutan’s efforts to enhance healthcare access across t
 he country. The vehicles are set to be deployed to selected health facilit
 ies bringing essential medical services closer to communities\, particular
 ly in remote and hard-to-reach areas.\n\nThe procurement of these MMUs aim
 s to strengthen outreach health services and ensure equitable access to qu
 ality healthcare for all. By bringing medical care directly to communities
 \, the MMUs are expected to improve early diagnosis\, treatment\, and prev
 entive care\, reducing barriers for populations living far from traditiona
 l health facilities.\n\nThe MMUs will provide services such as NCD screeni
 ng\, outpatient consultations\, Maternal and Child Healthcare (MCH)\, Sexu
 al and Reproductive Health (SRH) services\, as well as health advocacy and
  promotion activities.\n\nThe 10 MMU vehicles will be deployed to the foll

 lysis Unit at Trashigang Hospital.\n\n\nThis initiative marks a major step
  forward in bringing life-saving treatment closer to the people\, particul
 arly for those living with chronic kidney disease. With this new unit\, ca
 re is now available closer to home\, making it more convenient for both pa
 tients and their families.\n\n\nDespite space constraints\, the hospital w
 hile working closely with the Dzongkhag Administration converted its admin
 istrative block into a fully functional dialysis unit. The refurbishment w
 as supported by the Dzongkhag\, demonstrating strong local leadership and 
 commitment to improving health services.\n\n\nCurrently\, around 50 patien
 ts from Trashigang are undergoing dialysis\, and this facility is expected
  to benefit many more from nearby dzongkhags including Trashiyangtse\, Pem
 a Gatshel\, and Samdrup Jongkhar.\n\n\nThe event was attended by the Hon
 ’ble Opposition Leader\, National Council Member of Trashigang\, Dasho D

DESCRIPTION:\nThe Department of Public Health\, Ministry of Health\, in col
 laboration with the Paro Dzongkhag Health Sector and Traditional Medicine 
 Services\, conducted a Non-Communicable Diseases (NCD) awareness program i
 n Paro\, engaging approximately 300 students and staff from Drugyel Higher
  Secondary School.\n\n\nThe program highlighted key modifiable risk factor
 s for NCDs\, with a strong emphasis on promoting healthy lifestyle practic
 es. Students were sensitized on lead poisoning and prevention\, the harmfu
 l effects of tobacco use\, smoking\, and e-cigarettes\, as well as excessi
 ve salt intake\, junk food consumption\, and sugar-sweetened beverages. Th
 ey were encouraged to adopt healthier behaviors from an early age to reduc
 e future health risks.\n\n\nA key highlight of the session was the active 
 participation of students in making personal pledges to avoid smoking and 
 the use of e-cigarettes\, reduce unhealthy food consumption\, and limit sa
 lt and sugar intake. They also committed to promoting healthier habits wit
 hin their families and communities. This initiative aimed to nurture youth
  champions who can drive positive behavioral change beyond the school sett
 ing.\n\n\nThe program aligns with Bhutan’s ongoing national efforts to p
 revent and control NCDs through early awareness\, community engagement\, a
 nd multi-sectoral collaboration\, contributing to a healthier and more inf
 ormed future generation.\n\n
